Thanks to you both for your replies! I did some more research based on your information, and believe this is a gaucho knife. It's interesting to note that the blade is not sharpened. It seems to have come from the maker that way. Without a loop on the scabbard it would probably been tucked in the belt.

ื no this is from brazil only , it is called a sorocabana knife.
part of the scabbard is missing.
thewse are weapons like the gaucho daggers. some of these knives can be like small swords

Any further information on the "ROC" mark with stars? Is the short ricasso and "Spanish notch" typical for these large knives?
