Hi Rick,
Re the hammer screws....have you considered the possibility that the petal shaped edging could be to facilitate the use of some sort of "key" to attach the hammers?

The missing slot in the hammerscrew is very common at locks made in Brescia, where the gunmaker ROSSI has been working.
