I would say it's a blacksmith made carpenter's / roofers hatchet with what might be a newer "adze eye" (square) style handle made to fit. Not easy to tell from the photos.

I suspect it's due to it being in exceptionally good condition after surviving in a relatively oxygen free environment, rather than heavily oxidised (therefore thinner) after being buried underground.

To keep my reply simple & clarify, the hatchet in question is undoubtedly made completely from carbon steel, if it were to be soaked in any etchant it would show a light uniform grey steel colour...
