The guard appears to be made with pieces of flat metal stock welded together, and the peg in the hilt matching into the hole in the guard looks like it's made for easy mass assembly. Along with it looking like it might be a threaded tang, I'm thinking this could be a fairly modern fantasy sword hilt, and could have had any sort of blade at all.

The dragon doesn't look quite right to be a sort of kastane, (which has a tapering curved blade) but does give me an Asian feel. But, there are people here far more experienced with the wide variety of swords out there than I am, so hopefully one of them can give this a positive ID as something in particular.
