Hello Alex,
It is quite obvious from the photos that the blade is flat like cut from sheet steel not forged and there is no real cutting edge (just a poor attempt to sharpen one side of the blade to give an appearance of an edge). Clearly a decorative/tourist piece of little merit. Also it is quite apparent the hilt and the blade had a convenience marriage and originally did not belong together (the hilt displays much more corrosion and wear than the relatively intact blade). I tend to place the blade somewhere around the mid of 20th century (but this is my estimation only). However, the hilt is probably coming from a real 19th or even 18th century Tulwar.
