Saudi (?)Jambiya-khanjar unusual blade ?

The seller tell the hilt is made of ( cow) horn ( looks like ...)

I write Saudi jambiya because I think that the two crossed swords on the verso of the hilt are for Saudi Arabia, am I right ?
