			I agree with Gene, it's almost certainly neither European nor is it medieval, and by no means is it a dagger. At first sight, it reminds one of the iron of a Friualian spear, North Italy, 2nd half 15th c.- see attachments of a piece from my collection - but the tip of the blade is way too short and the hooks would only make use if they were pointed. As the remaining hook ends are blunt, I would tentatively suggest either agricultural use - as you surmised - or representative function.
