Form looks legit. Can't read signature (posted upside down). In terrible shape. Can tell nothing of hamon nor hada. Would cost in four figures to properly restore (not a DIY project)....

I believe you have an early/mid 20th C. India made knock off of a Rodgers Sheffield knife. Hope I am wrong, but I've seen a lot of that type of knife.

To me (I collect Finnish puukko), the Romanian don't resemble most puukko any more than guardless knives from most everywhere. The sabbards are interesting though. thanks for posting.

Two of my 4 khodmi have both the suspension ring and the leather strip which I suspect was threaded through the hole in handle as a keeper strap (just speculation).

It is not typical, but not uncommon for a katana or wakizashi to be re-tempered if it was burned in a fire or had the kissaki broken
It needs to be done by an expert. Please don't try it yourself....
