That is not what Cato refers to as a 18C. I believe it is Sulu late 19thC.
That really is a project, the rust looks pretty deep. Good Luck.

Be surprised if it had a twisted core.
Doubt it has a softer steel core. One of those swords that may etch nicely or may very well be mono steel....
