 I think the scabbard is indeed, as stated, created for economic purposes instead as for the traditional Japanese market. The blade does not look very wel imho but the pictures are bad....

 is it possible that it is moulded? it looks like trere are some tiny air bubbles. perhaps a core for what once was a silvered handle?? it looks old and nicely detailed.
